About CLD

Born of the need for a liberal foundation that primarily serves the needs of the Liberal Party of the Philippines in terms of policy and research as well as training and capacity building, the Center for Liberalism and Democracy shall also serve as a nexus for local and international networks, and development agencies.

CLD aims to promote and advocate the liberal principles of freedom and democracy; justice, social equity and human rights; and inclusive and sustainable development. It builds alliances and solidarity with like-minded organizations including political parties, civil society movements, corporations and corporate foundations, government agencies, media, and academia in the Philippines, Asia and the rest of the globe.

The Center seeks to, among others, 1) participate in the review and formulation of pertinent policies in the realms of party platforms, legislative agenda, public and academic discourses, and the like; 2) heighten the people’s awareness of their civil, political and human rights as well as the political, economic and socio-cultural institutions and processes and power structures; and 3) capacitate and empower people to enable them to actively participate in governance, and in influencing political, economic and social policies that affect their lives.

Victor Gerardo J. Bulatao

Chairman & Founder

Gerry Bulatao chairs CLD’s Board of Trustees and is active in five other NGOs focused primarily on countryside development. He served in the Department of Agrarian Reform for five years, the last as an Undersecretary, and at LANDBANK as a member of the Board of Directors in 2010-2017. He joined the Liberal Party in 1992 and has been a National Executive Council member since 2007.

John Coronel

President

John Coronel is the President of CLD and Editor of Plaza Miranda, CLD’s quarterly opinion and policy magazine. He was formerly Executive Director of the Council of Asian Liberals & Democrats (CALD). He has done consultancy work for international and national organizations including UNDP. He authored the book “Compelled by Duty, Conscripted by Destiny” on Asian women democratic icons, and edited/co-written books on environmental protection, social entrepreneurship, and political party management.

Minnie Salao

Board Member

Minnie Salao is the Regional Communications Manager at Friedrich Naumann Foundation for Freedom Southeast & East Asia. She spearheads communications campaigns in eight countries in the region. She also sits on the board of the Center for Liberalism and Democracy, the think tank of the Liberal Party. She has a bachelor’s degree in Political Science from the University of the Philippines Diliman, and a master’s degree in Business Administration from Ateneo Graduate School of Business.

Atty. Herminio “Third” Bagro,

Board Member

Third Bagro graduated from the University of the Philippines with degrees in Philosophy, cum laude, and Law. He got his Masters in Public Administration from the Maxwell School in New York as a Fulbright scholar. After placing 8th in the 2009 bar examinations, he joined government service under the late President Noy Aquino, as Director and later Undersecretary at the Presidential Management Staff. Presently, he’s the chief-of-staff to 3rd term Senator and Partido Liberal President Kiko Pangilinan. He’s also a part-time lecturer at the UP College of Law and co-founder of Twala, a digital solutions startup.

PJ Leynes

Secretariat

PJ Leynes is a psychology graduate with experience in events and people management, and research. His research interests include health policy and communication, indigenization of mental health theories and practices, and localization of strategies and programs. He was part of a government funded program on DRRM-H with focus on integrating technology in training. He was formerly an intern for a rehabilitation center and an NGO focused on social accountability. He is a socio-civic youth leader.
